BOARD MEETING MINUTES

Community Building

April 20, 2022

 

Attending board members: Sue Aldred, Mandy Donovan, Julius Maes, Matt Benecke, and Mayor Dave Mueller. Barb Safiran and Sid Dev Absent.

 

Meeting was opened with the Pledge of Allegiance and roll call.

 

Guest – Connie Stetson – Discussion on Wind turbines.

 

March Board Minutes, March Treasurers’ Report, and April Invoices payable

Motion to approve Matt Benecke, 2nd Julius Maes, roll call vote all ayes.

COMMITTEE REPORTS

Water and Sewer – Sid Dev/Markus Chapman – Sue Aldred made a motion to charge the person responsible for the water break on North Street, 2nd Julius Maes, roll call vote all ayes.

Community Events & Building Permits – Barb Safiran – One (1) permit on Maple Street. The Easter Egg Hunt was a success. Approximately 30 kids and 60 adults attended Thank you to Sue Aldred and Mandy Donovan for helping. We are now working on Picnic Day.

Ordinances and Garbage Collection – Sue Aldred – Clean-up days are next week. 17 letters have been sent out in regards to cleaning up yards.

Police, Emergency Plan – Mandy Donovan – A few people need to be contacted about abandoned vehicles.

Streets – Matt Benecke – Will be checking with Mike Heilsburg at Willett Hofmann to find out when we can start on the streets.

Village Equipment – Julius Maes – The garbage truck has been repaired and tested. Still checking on a motor for the mower.

Finance, Insurance, License & Fees – Dave Mueller – All funds are in the black.  

MAYOR’S REPORT

Housing Grant – A contractor had to be removed from the project. Another contractor is picking up that work. We should be finishing up by the end of the month.

Neponset Park Improvement – Nothing currently to report.

Rebild Main Street Grant – Waiting to hear if we will receive the grant.

Nextlink Contract – Working on negotiation with New Net Wave and Nextlink.

Electronics Disposal – We are working with Eagle Enterprises in Galva to have electronics disposal in May.

Tire Pick up – we will have a tire pick-up in June.

Ordinance 773 Budget 5/1/22-4/30/23 – Mandy made a motion to approve Ordinance 773, 2nd Sue Aldred, roll call vote all ayes.

Ordinance 774 Wind Turbines – Matt Benecke made a motion to not allow any wind turbines closer than one and a half miles from the Neponset’s corporate limits. 2nd Mandy Donovan, roll call vote all ayes.

Engagement Letter for 5/1/22-4/30/22 Audit – Matt Benecke made a motion to accept the engagement letter from Douglas W. Irwin & Co., LLC for $6,900. 2nd Mandy Donovan roll call vote all ayes.

 

Discussion of a project to have an electronic sign to display notices.
