BOARD MEETING MINUTES
Community Building @ 7PM
May 15, 2019
Attending board members: Mandy Donovan, Sue Aldred, Barb Safiran, Ken Snyder, Gene Costin and Mayor Dave Mueller. Absent Sid Dev.
Meeting was opened with the Pledge of Allegiance and roll call.
Newly and re-elected Trustees were sworn in
Scott Robbins – Bureau County Animal Control explained the contract available to the Village. The quarterly fee is $250, Pick-up & impounding $200 each occurrence, Investigate an issue $200 each occurrence. They only pick up dogs. He suggested the Village purchase tags and issue for the lifetime of the dog. Proof of rabies shots must be presented before a tag would be issued. Scott said the Village could take care of this on their own by selling tags, keep records of dogs, have ordinances and write tickets.
March Board Minutes, April Treasurers Report and April Invoices payable
Motion to approve Gene Costin, 2nd Barb Safiran, roll call all ayes.
Vicki Bennett suggested paying off the garbage truck loan. The loan payoff is $6,563.94 as of May 23, 2019. The board approved paying off the garbage truck loan.
Public Works – Gene Costin – No title was found for the old plow truck. Gene will check with Cernovich’s to see if they would take it without a title.
Police Emergency Plan – Mandy Donovan – Eric will be taking the squad car in for the check engine light. We are working on the ordinance list.
Community Events & Building Permits – Barb Safiran – Picnic Days June 7-8, 2019. We can’t find a petting zoo. Trent will pick up the bounce house on June 7th. Holly Weida told Barb they will do the beer tent again with the same arrangement as last years. Barb made a motion that Holly Weida can do the beer tent this year with the same arrangement as last year. 2nd Gene Costin, motion carried.
We received an estimate from James Bennett to install solar panels at the Village Sewer Plant. The cost is $230,737.50. We would receive credits totaling $174,576.59. The Village would pay $56,160.91.
Finance, Insurance, License & Fees – Ken Snyder – Nothing to report.
Ordinances and Garbage Collection – Sue Aldred – The garbage truck exhaust needs repaired. Trent is getting an estimate from Brian Logsdon and looking for another estimate.
Water and Sewer – Sid Dev – Marcus Chapman – Willett Hofmann & Assoc will do the flow test on Monday. We are sending a letter to Joy Bliton and Paul Connelly of the IL EPA, about our chlorination. We will be flushing hydrants the first weekend in June and July 1st, dead ends. We will also check the chlorine levels. Our rad test results are in excellent shape. Our system is doing what it’s supposed to do. Cross Connection surveys will be done every two years. We also have an emergency management plan. As for the water bill shut offs. After the current water bill payment agreements are complete, there will be no more payment agreements. All water bills will have to be paid in full or they will be shut off.
Community Development Block Grant (CDBG Grant) – We are working on 2 homes. 608 Chestnut and 212 N 1st Street. NCICG has a Job Complete program. The Village will pay $3,000 too have NCICG take care of the whole process. They cover all lawyer fees, etc. Barb Safiran made a motion to pay NCICG $3,000 for Job Complete. 2nd Mandy Donovan, roll call vote, all ayes.
Closing of W Center Street – Waiting on paperwork from lawyer.
Intergovernmental Agreement – Our lawyer is looking it over.
Closing of Davison Street – Waiting on paperwork from lawyer.
NCICG Housing Grant – We have 42 applicants. We have exceeded the number of applicants that we needed for this grant.
Security Cameras – Waiting on detailed estimate
IDOT Budget – Gene Costin made a motion to accept the IDOT budget. 2nd Barb Safiran, roll call votes, all ayes.
Burn Pile – Many residents are in favor of keeping the burn pile. Several options were suggested for the burn pile. We will check into costs and discuss at the next meeting.
Baseball Diamond – Discussed selling or donating the baseball diamond to Martin Engineering.
Neponset Pride – Gail Pickering – the Village will donate $225 for flowers and mulch. Barb Safiran made a motion to donate $225. 2nd Sue, motion carried.
Community Building Stove – The stove needs to be replaced. Germaine will get a price from Wingers in Sheffield.
