BOARD MEETING MINUTES
Community Building @ 7PM
May 20, 2020
Attending board members: Barb Safiran, Mandy Donovan, Sue Aldred, Sid Dev, Gene Costin and Mayor Dave Mueller. Absent Ken Snyder. Meeting held on Zoom
Meeting was opened with the Pledge of Allegiance and roll call.
April Board Minutes, April Treasurers’ Report and May Invoices payable
Motion to approve Sid Dev, 2nd Mandy Donovan, roll call vote all ayes.
Finance, Insurance, License & Fees – Ken Snyder – Nothing to report.
Water and Sewer – Sid Dev/Markus Chapman – We are not able to discharge at this time, due to high ammonia levels at the sewer plant. Once we are lower than one (1) on an ammonia test we will be able to discharge into the creeks. Sunlight and warm weather are the two (2) main contributing factors to lower the ammonia levels.
Community Events & Building Permits – Barb Safiran – Nothing to report.
Ordinances and Garbage Collection – Sue Aldred – Nothing to report.
Police, Emergency Plan – Mandy Donovan – There was a dog bite incident this month. The dog was scheduled for its shots. The owner will be fined after the courthouse re-opens.
Public Works – Gene Costin – We need grindings for the streets. We can’t purchase anything for the streets until the IDOT budget is signed.
Community Development Block Grant (CDBG Grant) – This grant has been extended until December. We still have $24,000 to use for demolition.
Housing Grant – On hold.
Shelter in the Park –Decided to postpone the golf outing. A quilt was donated to raffle. Meeting is planned for the end of the month. The grant has been put off until next year.
Ordinance 758 - Abandoned Vehicles – on hold until attorney is back in the office.
Security Cameras – waiting for installation of the remaining cameras.
Donations for flowers – Gene Costin made a motion to donate $225 to Neponset Pride 2nd Barb Safiran, all ayes.
Drain the swamp – attempt to eliminate standing water on north side of town. The tube is higher than the water. Water stands year-round. Markus Chapman will discuss this with Willett Hofmann & Associates next week. Possibility of tiling this area. Gene Costin made a motion to spend approx. $7,500 (to taken out of Miscellaneous Fund) for a pumping station. 2nd Sue Aldred. Roll call vote, all ayes.
Estimate of sewer line cuts – Barb Safiran made a motion to approve the estimate of $11,000 ($5,025 x 2) to repair these areas, 2nd Gene Costin, roll call vote, all ayes. This will be allocated for the Motor Fuel Tax budget x 2.
Grass clippings – it is against the law to throw grass clippings in the street with your mower.
Motor Fuel Tax Budget – Sid Dev made a motion to approve the MFT budget at $26,500. 2nd Gene Costin, roll call vote, all ayes.
