    BOARD MEETING MINUTES

    Community Building @ 7PM

    November 20, 2019

     

    Attending board members: Mandy Donovan, Sid Dev, Barb Safiran, Ken Snyder, Gene Costin and Mayor Dave Mueller. Absent Sue Aldred.

     

    Meeting was opened with the Pledge of Allegiance and roll call.

     

    Guest – Jim Greer, Diamond Brothers Insurance Agency (Formerly Jager Insurance Agency). Appraisal of Village properties went up approximately $1,800 this last year. Workman’s Comp went up $1,300 because of changing rates. December 1st our policy renews. We can pay quarterly. Kevin Hermie was injured, so Gary Barnett will be our agent.

     

    Bob Williams – Wanted to know why hydrant couldn’t be used during the fire on Elm Street. Per John Blake we don’t hook trucks up because it would pull the hydrant out of the ground. We never ran out of water. Trucks were filled and emptied into a portable tank.

    October Special meeting minutes motion to adjourn special meeting 2nd should have been Sid Dev.

    COMMITTEE REPORTS

    Finance, Insurance, License & Fees – Ken Snyder – Nothing to report.

    Water and Sewer – Sid Dev/Markus Chapman – Heaters at sewer plant are 15 years old. We received an estimate to replace them for $1,930.50, 50% down. Blowers generate enough heat. Markus will discuss with Larry Griffiths to verify if a new heater is needed. Sid Dev made a motion to accept the bid for a new heater, if its needed, also transfer money from the maintenance account to cover this cost. 2nd Barb Safiran, roll call vote, all ayes.

    Community Events & Building Permits – Barb Safiran – One permit for a two-story garage. The Halloween party went well.

    Ordinances and Garbage Collection – Sue Aldred – Nothing to report.

    Police, Emergency Plan – Mandy Donovan – Emergency plan is almost complete. The Village should purchase a portable automated external defibrillator (AED). The cost is approximately $1300 - $2000. Mandy Donovan made a motion to purchase a portable AED using General Funds, spending up to $1,500, 2nd Sid Dev. Roll call vote, all ayes.

    Public Works – Gene Costin – The lawn mower needs repaired. We received an estimate for $1,572.19. Motion was made by Gene to fix the lawn mower, 2nd Ken, roll call, all ayes. Air valve for the blade on the plow truck has an issue. We are having the truck looked at.

    MAYOR’S REPORT

     

    Community Development Block Grant (CDBG Grant) – waiting on information

    Housing Grant – waiting on information

    Burn Pile – Will be open Saturday, November 23st from 8am until 2pm.

    Shelter in the Park – Sent out letters to 600 past alumni for donations. Will also send letters to Veteran’s families. Setting group up as not-for-profit with PO Box and officers. NCICG will help with the grant.

    Solar – Motion made by Barb Safiran for proposal of one acre of property, 2nd Ken Snyder, Roll call, all ayes. Motion made by Mandy Donovan for letter of intent, 2nd Sid Dev, roll call, all ayes. Motion made by Barb Safiran to for Illinois Shines Disclosure, end Mandy Donovan, roll call, all ayes. Motion made by Sid Dev to accept solar purchase agreement, 2nd Gene Costin, roll call vote, all ayes.

    Insurance Renewal – Motion made by Gene Costin to accept the Insurance renewal and pay quarterly, 2nd Barb Safiran, roll call vote, all ayes

    Tax Levy – Motion made by Barb Safiran to approve amounts on tax levy, 2nd Ken Snyder, roll call vote, all ayes.

    Cannabis Ordinances – we are still working on them.

    Motion to Adjourn made by Gene Costin, 2nd Barb Safiran, motion carried.
