BOARD MEETING MINUTES
Community Building
November 17, 2021
Attending board members: Barb Safiran, Sue Aldred, Mandy Donovan, Sid Dev, Julius Maes, Matt Benecke, and Mayor Dave Mueller.
Meeting was opened with the Pledge of Allegiance and roll call.
Guests: Dick Wells, Gus Block – Discussion of Wind Turbine Proposed RWE Concord Township Wind Farm.
October Board Minutes, October Treasurers’ Report, and November Invoices payable
This includes a check to IML for insurance $19,876 - 12/1/2021-12/1/2022, $1,688 181/22-1/1/23, $150 ILM dues, $1,000 tail coverage. Total amount $22,714.
Motion to approve Sid Dev, 2nd Barb Safiran, roll call vote all ayes.
COMMITTEE REPORTS
Water and Sewer – Sid Dev/Markus Chapman – Valves needed on Harlan & Main, South & Harlan, Martin Place, and 7th & Chestnut. $41,000 left in Water Looping Grant. Hoping to add the valves to the grant. If these are within the approved area, they will be added to the water looping grant.
Community Events & Building Permits – Barb Safiran – 1 permit, garage on Mallard Drive. Halloween was a success, 50+ kids showed up.
Ordinances and Garbage Collection – Sue Aldred – Nothing to report.
Police, Emergency Plan – Mandy Donovan – Our Police Department will start using the new tickets.
Streets – Matt Benecke – Nothing to report.
Village Equipment – Julius Maes – Mandy made a motion to purchase a new salt spreader for the plow truck for $530, 2nd Matt Benecke, roll call vote, all ayes. The install will be on December 6th. The Township will let us use their Hotsy to pressure wash the plow truck and garbage truck.
Finance, Insurance, License & Fees – Dave Mueller – Discussion on the monthly budget report. The accounts are in good shape.
MAYOR’S REPORT
Housing Grant – the last four (4) homes are being worked on.
Neponset Park Improvement – Paint with Mrs. Blake raised $700.
Liquor Licenses – Barb Safiran made a motion to accept the liquor ordinance 768, 2nd Sid Dev, roll call vote, all ayes.
Camper Ordinance/Nuisance Ordinance – Julius Maes made a motion to accept the Nuisance Ordinance 769, 2nd Mandy Donovan, roll call vote, all ayes.
Nextlink Contract – The board approves of giving a 30-day notice to Nextlink and Net Wave if they don’t respond to our attorney.
Ordinance 770 – Tax Levy – Barb Safiran made a motion to accept the Tax Levy, 2nd Sid Dev, roll call vote, all ayes.
Rebild Main Street Grant – If we are approved for this grant, work will start in April 2022 and end approximately November 2022.
Barb Safiran made a motion to go into Executive Session, 2nd Sid Dev.
Sid Dev moved to return to regular session, 2nd Julius Maes
A Motion to Adjourn made by Barb Safiran, 2nd Sid Dev, motion carried.
