SPECIAL BOARD MEETING MINUTES

Village Hall @ 7PM

October 23, 2019

 

Attending board members: Sue Aldred, Barb Safiran, Ken Snyder, Gene Costin, Sid Dev, Mandy Mueller and Mayor Dave Mueller.

 

Meeting was opened with the Pledge of Allegiance and roll call.

 

There was a discussion about putting solar at the sewer plant. We received two estimates.

The neighbor is ok with panels being next to his property.

 

The board liked the idea of choosing someone local.

 

Permits need to be applied for right away.

 

A motion was made by Gene Costin to accept the bid from Luke Hawkins at Community State Bank in Galva, end by Sid Dev.

 

Motion to Adjourn made by Gene Costin, 2nd Barb Safiran, motion carried.

Thank you to Barb Safiran for doing the research and contacting solar companies to help reduce the power bills for the Village.

October 16, 2019

 

Attending board members: Sue Aldred, Barb Safiran, Ken Snyder, Gene Costin and Mayor Dave Mueller. Absent Sid Dev and Mandy Donovan.

 

Meeting was opened with the Pledge of Allegiance and roll call.

 

Guest – Luke Hawkins from Community State Bank – Discussed Power Purchase Proposal for Solar at the sewer plant

 

August Board Minutes, September Treasurers’ Report and October Invoices payable

Motion to approve Gene Costin, 2nd Sue Aldred, roll call vote all ayes.

The Sewer bond Sinking CD rolls over on October 16, 2019 with a new rate of 1.86%

COMMITTEE REPORTS

Finance, Insurance, License & Fees – Ken Snyder – Discussed sizing for culvert that landowner will reimburse us for. Trent Johnson has looked at the Gazebo, the roof needs replaced. He is hoping to get to it this year.

Public Works – Gene Costin – Trent will be fixing culvert. Waiting for a fence stretcher, fence should be up in two weeks. Salt is ordered.

Police, Emergency Plan – Mandy Donovan – Dave Mueller reported that Mandy is almost finished with the Emergency Plan. The Squad car’s battery was dead due to all equipment draining the battery. Next time its in the shop, will have them put a master switch in shut off equipment.

Ordinances and Garbage Collection – Sue Aldred – We have sent a letter to addresses that need weeds and tall grass mowed. No reply yet. On Clean up there are 3 houses that filled the garbage truck. We will discuss this again before the next clean up days.

Community Events & Building Permits – Barb Safiran – one request for a building permit. Needing volunteers to help decorate, serve, and clean up for the Halloween Party.

Water and Sewer – Sid Dev/Markus Chapman – Water department is fine. Sewer department needed an electrician, called Elmore.

MAYOR’S REPORT

 

Tall grass ordinance – phone vote completed on September 25, 2019, all ayes.

Community Development Block Grant (CDBG Grant) – 212 N First Street we are waiting for the historical background.  

Housing Grant – our application has been submitted.

Burn Pile – Will be open Saturday, October 26st from 8am until 2pm.

Shelter in the Park – Committee meets October 24th.

Solar – Discussed estimates.

Cemetery trees – Trees have been cut.

Liens - Liens are cleared by Bureau County when sold. Our lawyer is looking into this.           Cannabis Ordinances – we are still working on them.
