BOARD MEETING MINUTES

Community Building @ 7PM

October 21, 2020

 

Attending board members: Barb Safiran, Sue Aldred, Mandy Donovan, Ken Snyder, Gene Costin and Mayor Dave Mueller. Absent Sid Dev.

 

Meeting was opened with the Pledge of Allegiance and roll call.

 

Guest, Andrew Carver enquired about building availability for a coffee roastery.

 

September Board Minutes, September Treasurers’ Report and October Invoices payable

A loan for the waterline extension has been secured.

Motion to approve Gene Costin, 2nd Sue Aldred, roll call vote all ayes.

COMMITTEE REPORTS

Finance, Insurance, License & Fees – Ken Snyder – Looking for volunteers to clean lots.

Water and Sewer – Sid Dev/Markus Chapman –Koener coming next week to fix floats at the sewer plant. New employee, David Souba is working out fine. David would like to get water certification. He will also be trained to replace water meters.

Community Events & Building Permits – Barb Safiran – No permits. Halloween Truck or Treat 5-6:30pm. Haunted windows at the Community building 5-6:30pm. Trick or Treat at home 5-7pm. Please set treats out for kids to take, instead of handing them out.

Ordinances and Garbage Collection – Sue Aldred – Nothing to report.

Police, Emergency Plan – Mandy Donovan – Abandoned cars and trucks are being moved. Mandy made motion to approve Ordinance 762, the 2020 Natural Hazards Mitigation Plan. 2nd Gene Costin, roll call vote all ayes.

Public Works – Eugene Costin –Snowplow truck needs repairs. Spring broke on the blade.

 

MAYOR’S REPORT

Housing Grant – NCICG will be here for the Housing Rehabilitation meeting Thursday, October 29th at 6pm at the Community building.

Shelter in the Park/Veteran’s Memorial – Selling quilt tickets and accepting bids on the Sunshine quilt that was donated back. There will not be a dedication for the Memorial at this time. The Memorial isn’t ready. There is roughly $20,000 in the account. $6,000 for Veteran’s Memorial, the rest will be for the pavilion restroom. The grant isn’t available until next year. The Neponset Legion is planning on advancing money to assist with the cost.

Ordinance 760 – Barb Safiran made a motion to close the alley in Scott Park. 2nd Gene Costin, roll call vote, all ayes.

Ordinance 761 – Mandy Donovan made a motion for the Village to participate in the Local Cure Program. 2nd Gene Costin, roll call vote, all ayes.

Community Building – Gene Costin made a motion to increase the Methodist Church cleaning fee to $25 per week. 2nd Barb Safiran, roll call vote, all ayes. The Community building also needs the electricity checked for voltage.
